No, the Badger has two whistles.  One being steam which is operated by the cable and the other being a compressed air whistle operated by the brass handle under the blue rag on the window sill.  That actuates the valve for the compressed air.  Each Captain has their own style and preference as to which whistle and salute he blows.

+Jim Merryman When I rode the Badger last summer, the new captain used a different valve, not the cable... Yes. he also blew the steam whistle. Was that valve broken at the time of this video? (Check out my video on my channel).

Because the steam to the whistle valve comes straight from the engine room. The whistle itself is roughly 100 feet behind the pilot house.

That is the Master Salute.  We blow this every time we hit port. More or less a Badger tradition!
